  14. <p>     DIED. Paul Ylvisaker, 70, educator and urban planner who
  15. chaired President Lyndon Johnson's Task Force on Cities in the
  16. mid-1960s; of a heart attack; in Washington. As a government
  17. official and as an educator at Harvard, Princeton and Yale,
  18. Ylvisaker advocated funneling federal funds to social programs
  19. that helped ameliorate poverty in cities. He served as New
  20. Jersey's first state commissioner of community affairs from 1967
  21. through 1970, and helped plan and administer the construction
  22. of the revolutionary Meadowlands sports complex, which includes
  23. a stadium, an arena and a racetrack in the heart of a marshland.
